The Actions panel lets you create and edit ActionScript code for an object or frame. Selecting a frame, button, or movie clip instance makes the Actions panel active. The Actions panel title changes to Button Actions, Movie Clip Actions, or Frame Actions, depending on what is selected.

To display the Actions panel, select Window > Actions or press F9.
The Actions Panel Title also indicates "Actions-Component" when a Component is selected (AS2). My copy (CS3 Pro) seems a bit buggy and doesn't want to display the indicator reliably in AS3 (except for Frames and only on the Main Timeline).rberndt1 said on Jul 19, 2007 at 10:25 AM :

You can't drag the panel up so the window head is off the screen to you can get to the bottom of the panel....
There also isn't a "maximize" on the panel. Just "collapse".
I'm having the same problem with the actions panel, can't see the lower corner to resize it. Has no-one found a solution? It's driving me crazy!

The only workaround I have found to date, is to reset to the default workspace and try to remember not to minimise the actions panel (harder than it sounds) because as soon as I maximise it, it is again too long to work with.
I am on an Intel Mac if that helps.

to capsulate: hit Window > Workspace > default.
you can then do Window > Workspace > [your preferred setup]
and the panel will be resizable again! (it was definitely a WTF moment for me :) )
