In Adobe Premiere Pro CS3 titles are stored in the project file. However, you can import title files, and create, save, or delete your own title templates. See http://livedocs.adobe.com/en_US/PremierePro/3.0/WS3EBD7FBD-F988-4862-ACF8-179EC27B6B0B.html.
