A layer style may have been fine-tuned for a target resolution and features of a given size. Using Scale Effects allows you to scale the effects in the layer style without scaling the object to which the layer style is applied.
This doesn't tell me how to ungrey the 'Scale Effects' option.

To scale effects appropriately on a layer, you cannot simply Transform it. The only way to do this would be to copy the layer to its own image, and then use Image > Image Size. Check the box 'Scale Styles'. After resizing the image, you can copy the layer back to the document you're working on.
Alternatively, if you convert the layer to a Smart Object, you can then reduce the size to anything you want and the styles will scale automatically, however, if you enlarge the Smart Object past its original size, you will end up with resampled pixelation due to the rasterized resolution of the Smart Object.
