So, I am new to all this. Have some HTML experience. I watch the tutorials and even attempt to do what is shown in what should be the simplest click and add effect like "fading" to an inserted Jpeg, and I do not even get the option. I am considering purchasing this program and what the $%&*,! What they show does not work.....Frustrated as #$^#$***.......

By not getting the option, do you mean the Effects > Fade menu item in the Behaviors panel is greyed out? Try saving the page first. Also, make sure you click the JPG on the page to select it first before applying the effect.

Yes, Dreamweaver CS3 supports ASP.NET C# coding. You can create C# aspx files, customize C# code coloring, and use tag-level code hints, in addition to the other general coding features (see http://livedocs.adobe.com/en_US/Dreamweaver/9.0/WSc78c5058ca073340dcda9110b1f693f21-7bf2.html).

Yes, you can download and install a free DW extension that installs new CFML function and tag definitions and Reference panel content. See the "ColdFusion Update for Dreamweaver" on the following page on the Adobe website:

I am watching the tutorial video and the welcome page where I need to create a new site on the tutorial is filled with options but the welcome screen on my program is empty. Is this because I am working in windows reather than Mac?

You have the Start page disabled for some reason. To re-enable it in, select Edit > Preferences, select the General category, select the Show Welcome Screen option, and click OK. You must restart Dreamweaver to see the new preference take effect.
