On the welcome screen there is Dreamweaver exchange and Adobe Dreamweaver Developer Toolkit. What are they and if important where can you purchase them?

Just go to http://www.adobe.com and click on Store and browse to it! The Developer's Toolbox really adds some great features that can save you loads of time.

At the Adobe site, click on downloads and get a trial to test it yourself!

Except if you use ASP.NET. Looks good for other development languages though.
