Unlike AS2, when init fails to fire, complete also fails to fire. In AS2 projects an initializer movieclip, placed in the topmost layer to callback to a loader, in a bottom-up loading fla, worked-around the bug. In an AS3 only project, with no fla structure to hold an initializer movieclip, I'm guessing that one sure way to overcome the intermittent failure of the init and complete events is to dispatch them manually if progress event handler reveal that all bytes of the target have loaded.
